Which of the Four Do You Need in Upland?

We do four things. Most people call us knowing something is wrong and not knowing which of the four it is, so here is how they actually differ.

• Asphalt shingle roofs. The most common job we run. Old roof comes off to the deck, wood gets repaired where it needs it, new underlayment and shingles go on. We do not do overlays, so a shingle job here is always a full tear-off.
• Tile replacement with new tile. This is when the tile itself is done: cracked, chipped, or a discontinued profile nobody can match. You are picking new material, so this one is a bespoke job. • Tile lift and relay. Your tile is fine, what failed is the underlayment beneath it. We lift the tile off, stack it, replace everything underneath, and set the same tile back down. Homeowners search for this as a replacement, and it is one, it replaces the waterproofing. It is just not a tile replacement.
• Flat roofing. Low-slope sections, patio tie-ins, and small commercial buildings. Different material, different failure modes, different repair approach than a sloped roof.

The one that gets mixed up most is the middle two. If the tile is intact, you very likely need a lift and relay, not a tile replacement, and the price difference is not small. If someone quoted you all-new tile without going up to look at whether your existing tile is reusable, get a second look before you sign.

What Upland Requires

Upland is the cleanest adoption of any city we work in. Ordinance 2004, adopted November 24, 2025, took the 2025 state codes in their entirety with no technical amendments to anything. So the roof classification floor for a house here is the state minimum, Class C, with no local upgrade.

The exception is fire zone. Upland has a Very High Fire Hazard Severity Zone in its northeast corner, up against the San Antonio Heights side, and that pushes a roof there to Class A. It is a small share of the city, far smaller than Rancho's, but if your house is up in that corner it changes your material. One heads-up if you go looking yourself: Upland's online municipal code has not caught up yet and still shows the 2022 cycle.
